I just got done asking a co-worker as to what a second class citizen was. He had a confused look in his eyes, and replied "I thought citizens were citizens". Can anybody help me with the definition of what a second class citizen is?
It's an expression some people use to make themselves feel better than others. They often have nothing to base this on and are really in denial. There is no such thing as a second class citizen in my world! There are jerks, perverts, idiots, etc. That's mu 5 cents worth!

Basically it's a slang term for people or groups who are being discriminated against. Read the whole "article" though, it's quite interesting!
